Access to qualitative medical care in Somaliland is almost non-existent. The government's limited fiscal capacity has stunted the growth of public health care services in the country. Those who can afford are forced to seek expensive care abroad whilst the rest are left to chance with whatever that is available. Al Rayan is proposing the establishment of privately owned modern referral hospital in Hargeisa. The hospital will seek to provide all advanced specialised care to all Somalilanders at affordable care plans. 

The hospital will be solely owned by its investors and run by management and medical staff sourced both locally and internationally. The vision of the proposed hospital is to help the majority of the people of Somaliland who cannot afford to seek care abroad.

Somaliland local universities are increasingly producing good mid level health care workers. This is however not adequate and it is unavoidable to bring in foreign trained doctors and other health care worker. The hospital will ensure every department will be adequately manned by highly qualified staff.
