  • Al-Rayan Properties Ltd

    Al Rayan Properties Ltd is a company registered in the UK. The sole vision of the company is to develop innovative models in property development and home building that will change both the way individuals develop their homes and invest in properties in Somaliland. The key component of our strategy is to develop and nurture of cooperative ventures where individuals pool their meagre resources together to realize their dreams of owning home or investment in properties

  • Where is the project located?

    The site is located in the North of the city near a locality called Bacado, in the suburb of Hargeisa city. This is an area that is well known for its richness in underground water aquifers. It is about 10 to 15 minutes to Hargeisa city centre. The plot is fronted by a murram road

  • What is the size of a single plot?

    The standard size of residential properties in Somaliland is 80fts by 60fts. Buyers who seek to have a bigger space are more than invited to buy additional plots. 

  • What is the price of a plot?

    The price of a single plot is $2,000 and an additional $50 administration charge. This is very heavily discounted and includes the architectural drawing of the building at no additional cost to the buyer. 


  • Can I pay the purchase price in installment?

    Yes. You can pay in installment. We however encourage the buyers to pay their purchasing price in three instalments. Any delay beyond the agreed time may trigger cancellation of the sale and refund of your money.


    If do not finish by mid July 2021, your deposit will be assigned to the second phase projects or refunded to you and your position will be given to those on the waiting list.


  • Can one buy more than one plot?

    Yes. one is free to buy as many plots as they can. The only caveat to this is one has to abide by the vision of the estate. We discourage those who seek to buy and hold the plots for speculative purposes.


  • Plot Registration process

    Registration of plots in Hargeisa Municipal Council requires that the Purchaser provides:


    1. Proof of purchase
    2. Proof of the seller and their title to the land
    3. Payment of applicable Municipal fees/taxes

    Al Rayan will provide support in the process but given the existing policy at Hargeisa Municipal Council, Al Rayan cannot undertake the registration on your behalf as it is the seller of the plot.


    Given this, where a plot owner requests that we provide support, Al Rayan will help them in identifying a reputable Notary to act on their behalf and help to chase the documents from the council.


    The Purchaser is however alerted to the fact that the registration process requires payments of some taxes and fees to the council. Al Rayan cannot take this financial burden on behalf of the purchaser.

  • Can I sell my plot(s) to third parties?

    Yes. As the plot owner, you have the right to sell your plot(s). We however request that out of good faith, liaise with Al Rayan Properties so as to ensure that the new owner is advised on and agrees to the original terms of sales and subscribes to the vision of the estate development and management.

  • Can I buy the plots and keep them till they appreciate in value?

    Firdawsa Villa is designed as a gated estate where all the plot owners have an active plan to develop their plots as planned.  The success of the estate is dependent on the development of the plots.


    Al Rayan Properties will manage the allocation of plots to ensure that the estate will be developed as designed.  

  • What does gated community mean?

    A gated community is a form of residential is a form of residential community or housing estate containing strictly controlled entrances for all. It is often surrounded by a closed perimeter wall and fence with either a security post at the main entrance or automated gate system. They consist of small streets and various shared amenities including, in the case of Fardowsa Villas water supply, electricity and management of the estate.  The estate normally has a small shopping precinct where residents can go for their daily small shoppings.

  • What is included in the house?

    The proposed Fardowsa Villas estate will comprise 200 -250 four-bed houses built to the highest specifications. 


    The plot owners will have a choice of a bungalow or a one-storeyed villa.


    Both will have a minimum of :

    • 4 bedroons - some ensuite;
    • Two Living rooms;
    • Servant Quarters'
    • Enclosed back garden area (size depends on the number of plots one purchases);
    • 2 Kitchens - one adopted for traditional fuel (charcoal cooking);
    • Car garage

  • What will be included in the shopping precinct/centre?

    The estate shopping precinct or centre will be located strategically for the convenience of all residents. It will comprise :

    • Medium sized supermarket on two floors;
    • 10 shops on two floors;
    • Pharmacy
    • Modern butchery
    • A doctors' practice;
    • 4 Halls - one main hall, a medium-size hall, and two meeting rooms on the second floor;
    • A swimming pool on the second floor;
    • 23 car park spaces with four dedicated to disabled users; parking bay for motorbikes /bicycles
  • As a plot owner am I allowed to come with a different design?

    The answer to this is unfortunately no. The idea of having a maximum of two designs is to control the quality and aesthetics of the estate. These will not only assure all residents of the uniformity of identity of the estate but also guarantee future appreciation in value of their properties. 


    Minimum changes to the internal outlay of the design is permitted but these will come at additional expenses of the owner. All alterations will be undertaken in close consultation with Al Rayan so as to ensure the structural integrity of the building is preserved.


  • What happens to the land set aside for public good?

    The additional land is set aside by Al Rayan for the purpose of developing common spaces - roads, drainage, sewerage, shopping centre, mosque and playing areas for the children.


  • What plans are there for construction of the plots?

    Al Rayan is currently exploring three options for the development of the plots. All options will attract 0% interest.


    Option One: Financing Plus Construction Option


    We are looking for a local financing institution (bank/xawallah) to finance the construction of the houses. Under this option, Al Rayan will introduce you to the financing partner who will offer you a five years payment plan that is strictly in accordance with Islamic shariah. You will then enter into agreement with them and the financing company will arrange the construction of the property. Al Rayan’s role will be to ensure that the construction of the properties are in strict adherence with the architectural designs and site plan. 


    Option Two: Financing Less Construction


    Al Rayan will introduce you to a financing partner as in option one with the only difference here being Al Rayan retains the role of appointing a construction company to undertake the construction on behalf of the home owners. Al Rayan will thus will be between the construction company and the financing company on one hand and between the financing company and you on the other. Al Rayan’s role in this option will be substantially increased compared to the first option. Our role with thus includes ensuring the finance company pays the construction company as per the contract, the construction company undertakes construction as sheduled and delivers the properties as designed and lastly ensuring the home owner gets the value of their money. 


    Option Three: Cooperatve Construction 


    Owners of plots in Firdawsa Villas opt to use a cooperative model to finance the construction of their property. 


    This will involve developement of a binding contractual relationship between the plots owners and between them and Al Rayan Properties and it will take full charge of the process. 


    NB: Please note all these options are just indicative of the negotiations we are having with the different possible partners. A decision will be communicated to you once we have a finalized


  • How will Option Three work in reality?

    As an illustration, if we are to take the guide cost of construction as $75,000 for the four bedroom villa, the plot owners will be required to pay a 20% ($15,000) deposit as the first instalment.  At minimum the purchaser will then be required to pay about $1,000 for the next five years. This will clear your financial obligation to the builders. 


  • What are the facilities included in the estate?

    The estate will have  the following: 

    • Spaces for children to play (enclosed ball games play area);
    • A common garden for family relaxation;
    • Mosque - well-designed mosque with separate spaces for male and female - ablution areas; praying areas;  separate libraries and study spaces; imam's residence, mosque administration office; storage and cleaning janitors rooms; and big open courtyard;
    • Underground water storage (1 million cubic litres)
    • Electric Generation Plant;
    • Water treatment Plant;
  • Who will develop Common Area and Amenities?

    The plan seeks to develop sustainable water and electricity supply solutions. These include establishing a centrally located water tower that will make use of gravitational force to supply water to all residents and hence avoiding putting separate tanks in each house. On electricity, we are exploring the cost-benefit analysis of the use of renewable energy to supplement diesel generations.


    Al Rayan is looking at two options in developing the shopping precinct, power generation, and water supply. 


    Water Supply and Electricity Generation


    Option One: Residents/ plot owners contribute to a kitty on a pro-rata basis for the development of |:

    • the water supply solution; -This includes the drilling of the borehole, the contractions, and installation of water storage tanks and pipe systems to the main roads;
    • electricity generation: This includes the purchase of adequately sized diesel generators, wiring, and installations. 

    After the installation, the residents will be paying a heavily discounted bill for the management of the water and electricity supply. The bills will not have any markup as they will be jointly owned by the plot owners/residents of the estate


    Option Two: Al Rayan undertakes the development of the water and electricity supply in their entirety and bills the residents for the use of water. The bills will be slightly higher than option one as Al Rayan will seek to make a profit out of the venture. Al Rayan is however assuring the resident that the prices charged will be very competitive compared to the market prices.



    Shopping Centre

      

    Option One:   The residents /plot owners will be invited to purchase shares in the shopping precinct. Once the shopping precinct is completed then the shareholders will have the option of leasing the premises to those interested with the rest gaining from the rental income.


    Option Two: Al Rayan takes over the development of the shopping precinct in its entirety and leases the premises to interested persons.


    Common Amenities - Garden, Estate Roads, Playing Spaces


    The residents or rather plot owners of Firdawsa Villas will contribute on an equal basis toward the construction of all common amenities. These includes:- 

    • the estate roads, 
    • the playing area, 
    • the main garden and roadside flowers
    •  the drainage system;

    From the onset, it is crucial for all interested to build their homes at the proposed estate that this is a cooperative venture that aims at pooling resources together for the establishment of a well-designed and planned estate with a sustainable management system. 


    All the development of these will be at cost with no revenue accruing to Al Rayan Properties. 



  • Is one allowed to connect to existing suppliers?

    The matter of connecting to an outside or estate supplier will be determined by two key factors - cost and reliability. Al Rayan’s plan is to avoid reliance on temperamental suppliers whose power and water are not only unreliable but very expensive and poor managed. So the ultimate choice will be made by the consumer. 


    Where an outside supplier is opted for, Al Rayan, on behalf of all the other residents will ensure that such connections are done in a manner that is safe and not compromising the aesthetics of the estate. We do not wish to see electric wires hanging dangerously all over the places. 


  • Who will be in charge of the maintenance of the public facilities?

    Al Rayan will assume the management of the estate on behalf of the residents/property owners in perpetuity or upto when a mutual agreement is reached between Al Rayan and the property owners. 


  • Will the estate have Madrassa and school?

    Al Rayan is in advance negotiation with several groups who wish to establish learning institutions - nurseries, madrassa and school in the neighbourhood of the estate. Further information will be shared once the said negotiations are completed.


  • What guarantee do I have if I buy a plot?

    When you buy a plot in Firdawsa Villas, Al Rayan Properties and its management gives you the following guarantees:


    • Plot Purchase Phase:

    Al Rayan guarantees you that you will get a plot in the site as promised. Al Rayan will facilitate your registration with the Municipal Council by undertaking all the work required at no additional fees. All you will be required is to pay any applicable taxes.


    At the end of the process, you will be issued with a certificate of ownership of the plot(s) you purchased and a copy of the architectural design. 


    If Al Rayan fails to give you the ownership documents as promised, you shall be entitled to full refund immediately you request.


    • Construction Phase

    As stated elswhere, Al Rayan Properties; role at the construction phase is the supervision of the construction process to ensure that (1) the construction is undertaken as designed, (2) our clients get full value of their money. 


    Once we have finalized and signed contract with the construction company, we will share with you all the principle agreements we have entered into with them - cost, integrity of construction work, time frame etc.


    It is important to note that where a plot owner opt to build through a financing company (Mudharaba loan), all warrantees and guarantees will be issued by the financing company. Our role will thus remain as that of an advisory.


    If we take full charge of all the construction work, Al Rayan Properties will give you full guarantee of your money.

  • Can I get refund if I change my mind?

    Purchasers are asked to look at proposals we have developed and make serious inquiries before purchasing any plot at Firdawsa Villas. This will avoid making a hasty decision. 


    All have to bear in mind that Al Rayan will be incurring costs on the basis of purchases made. This includes all the technical plannings - house designs, site plans, sewerage, water, and electricity plan. Given these, any refund will take a minimum of a month to process.


    Having said this, there may be instances where a refund may be requested by the Purchaser or initiated by Al Rayan 


    Our Refund Policy


    Subject to compliance with the relevant terms of the contract, the purchaser is entitled to a full purchasing price less the non-refundable administration fee ($50). 


    The cost of remitting the refund to the customer will be at their own cost
